Gov. Huckabee's "Secure America Plan"

In other major Immigration news, Gov. Huckabee has released his Immigration plan:


The Secure America Plan
A 9-Point Strategy for Immigration Enforcement and Border Security


Overview: Implement a broad-based strategy that commits the resources of the federal government to the enforcement of our immigration laws and results in the attrition of the illegal immigrant population.


1. Build the Fence

Ensure that an interlocking surveillance camera system is installed along the border by July 1, 2010.

Ensure that the border fence construction is completed by July 1, 2010.


2. Increase Border Patrol

Increase the number of border patrol agents.

Fully support all law enforcement personnel tasked with enforcing immigration law.


3. Prevent Amnesty

Policies that promote or tolerate amnesty will be rejected.

Propose to provide all illegal immigrants a 120-day window to register with the Bureau of Citizenship and Immigration Services and leave the country. Those who register and return to their home country will face no penalty if they later apply to immigrate or visit; those who do not return home will be, when caught, barred from future reentry for a period of 10 years.


4. Enforce the Law on Employers

Employment is the chief draw for most illegal immigrants and denying them jobs is the centerpiece of an attrition strategy.

Impose steep fines and penalties on employers that violate the law.

Institute a universal, mandatory citizenship verification system as part of the normal hiring process.

Prevent the IRS and the Social Security Administration from accepting fraudulent Social Security numbers or numbers that don't match the employees' names.*


5. Establish an Economic Border

Move toward passage of the FairTax.

The FairTax provides an extra layer of security by creating an economic disincentive to immigrate to the U.S. illegally.


6. Empower Local Authorities

Promote better cooperation on enforcement by supporting legislative measures such as the CLEAR Act, which aims to systematize the relationship between local law and federal immigration officials.

Encourage immigration-law training for police. Local authorities must be provided the tools, training, and funding they need so local police can turn illegal immigrants over to the federal authorities.


7. Ensure Document Security

End exemptions for Mexicans and Canadians to the US-VISIT program, which tracks the
arrival and departure of foreign visitors. Since these countries account for the vast majority of foreigners coming here (85 percent), such a policy clearly violates Congress' intent in mandating this check-in/check-out system.

Reject Mexico's "matricula consular" card, which functions as an illegal-immigrant identification card.


8. Discourage Dual Citizenship

Inform foreign governments when their former citizens become naturalized U.S. citizens.

Impose civil and/or criminal penalties on American citizens who illegitimately use their dual status (e.g., using a foreign passport, voting in elections in both a foreign country and the U.S.).


9. Modernize the Process of Legal Immigration

Eliminate the visa lottery system and the admission category for adult brothers and sisters of U.S. citizens.

Increase visas for highly-skilled and highly-educated applicants.

Expedite processing for those who serve honorably in the U.S. Armed Forces.

Improve our immigration process so that those patiently and responsibly seeking to come here legally will not have to wait decades to share in the American dream. Governor Huckabee has always been grateful to live in a country that people are trying to break into, rather than break out of.


*This policy will be drafted to comply with the final federal court decisions on this issue.

  1. Yet another reason to support the FairTax - ensures that aliens, and others who unlawfully obtain income, pay to support the country. Increasingly, Mike Huckabee is what leadership looks like.

    Huckabee is all about summoning Americans to action in order that "Main Street," and not "Wall Street," will prevail in guarding the values and beliefs upon which the Republic was founded.

    Huckabee puts his listeners at ease, and reassures them, articulating clear concepts in a natural, easy style (no doubt something well-cultivated as a pastor). He’s not as “mechanically-scripted” as Romney, nor angry or demanding, like a Ron Paul, and his large brown eyes, peering through a humble demeanor, draw a striking contrast to a unconvincing, tired-looking Thompson. One can easily imagine sitting comfortably with Mike over a cup of coffee at the Main Street Cafe.

    Most importantly, perhaps, Huckabee is ONE with the FairTax grassroots movement. While many - like Romney, and others, who are invested in the current income tax system - seek to demagog the well-researched FairTax plan, its acceptance in the professional / academic community continues to grow. Renown economist Laurence Kotlikoff believes that failure to enact the FairTax - choosing instead to try to "flatten" what he deems to be a non-flattenable income tax system - will eventuate into an irrevocable economic meltdown because of the hidden aspects of the current system that make political accountability impossible.

    Romney's recent WEAK response to FairTax questioning on “This Week with Geo. Stephanopoulos” drew a sharper contrast between Huckabee and all other presidential front-runners who will not embrace it. Huckabee understands that what's wrong with the income tax can't be fixed with "a tap of the hammer, nor a twist of the screwdriver." That his opponents cling to the destructive Tax Code, the IRS, preserving political power of granting tax favors at continued cost to - and misery of - American families, invigorates his campaign's raison d'etre.

    Of the FairTax, Huckabee asserts that it's...

    • SIMPLE, easy to understand
    • EFFICIENT, inexpensive to comply with and doesn't cause less-than-optimal business decisions for tax minimization purposes
    • FAIR, FLAT, and FAMILY FRIENDLY, loophole-free, and everyone pays their share
    • LOW TAX RATE is achieved by broad base with no exclusions
    • PREDICTABLE, doesn't change, so financial planning is possible
    • UNINTRUSIVE, doesn't intrude into our personal affairs or limit our liberty
    • VISIBLE, not hidden from the public in tax-inflated prices or otherwise
    • PRODUCTIVE, rewards - rather than penalizes - work and productivity


    A detailed benefits analysis of the plan (from The FairTax Book) explains Huckabee's ardent advocacy:

    For individuals:
    • No more tax on income - make as much as you wish
    • You receive your full paycheck - no more deductions
    • You pay the tax when you buy "at retail" - not "used"
    • No more double taxation (e.g. like on current Capital Gains)
    • Reduction of "pre-FairTaxed" retail prices (due to reduced costs; increased competition)
    • 29.9% mark-up yields 23% FairTax portion of prices
    • Over the first year, "market-adjusted" FairTax prices comparable to current
    • Every household receives a monthly check, or "prebate"
    • "Prebate" is "advance tax payback" for monthly consumption to poverty level
    • FairTax's "prebate" ensures progressivity, poverty protection
    Finally, citizens are knowledgeable of what their tax IS
    • Elimination of "parasitic" Income Tax industry
    • NO MORE IRS. NO MORE FILING OF TAX RETURNS by individuals
    • Those possessing illicit forms of income will ALSO pay the FairTax
    • Households have more disposable income to purchase goods
    • Savings is bolstered with reduction of interest rates


    For businesses:
    • Corporate income and payroll taxes revoked under FairTax
    • Business compensated for collecting tax at "cash register"
    • No more tax-related lawyers, lobbyists on company payrolls
    No more embedded (hidden) income/payroll taxes in prices
    • Reduced costs. Competition - not tax policy - drives prices
    • Off-shore "tax haven" headquarters can now return to U.S
    No more "favors" from politicians at expense of taxpayers
    • Resources go to R&D and study of competition - not taxes
    • Global "free (and equitable) trade" becomes possible for currently-disadvanted U.S. exports
    • U.S. exports increase their share of foreign markets


    For the country:
    • 7% - 13% economic growth projected in the first year of the FairTax
    Jobs return to the U.S.
    • Foreign corporations "set up shop" in the U.S.
    • Tax system trends are corrected to "enlarge the pie"
    • Larger economic "pie," means thinner tax rate "slices"
    • Initial 23% portion of price is pressured downward as "pie" increases
    No more "closed door" tax deals by politicians and business
    • FairTax sets new global standard. Other countries will follow


    Passionately supporting FairTax, Huckabee understands that, if elected President, Congress will have to present the bill for his signature. His call to action goes beyond his candidacy: Main Street will have to demand that their legislators deliver the bill.

    Illegals serve in US Military? Can you elaborate a bit more so I can understand what you mean?

  3. Inform foreign governments when their former citizens become naturalized U.S. citizens.
    Inform, for example, Russian government... for them it's nothing. They have their own law, which conflicts with Mr. Huckabee's proposal. Their "citizenship law" sais that Russian citizenship terminates only on Russian authorities' decision.

    Impose civil and/or criminal penalties on American citizens who illegitimately use their dual status (e.g., using a foreign passport, voting in elections in both a foreign country and the U.S.)
    Imagine someone who has in Russia, for example, old parents or children. If he show to Russian authorities his US passport and asks visa Russian government will not grant him a visa, because this government considers him as Russian citizen and doesn't respect human rights. Or, for example, will "mistakenly" grant him a visa but when he allready inside Russia cancel it as "given by mistake" (the typical KGB method) and say to him: you want to leave Russia? Get Russian passport. You want to stay? Get interim personal government ID. Anycase they will MAKE him to do on which Mr. Huckabee proposes to impose civil and/or criminal penalties. So such person will have no choice than to stay forever in Russia and never come back to the US. Mr. Huckabee was growing up in free society, not in communist and/or postcommunist but still nondemocratic Russia under ex-KGB officer. Unfortunatelly many countries are nondemocratic and potential candidate to president office should know about this. And before impose penalties on people who sometimes have no choice impose sanctions on some countries which make some Americans to use their passports.
